Servers usually work for $2.13 per hour, which is known as the "tip credit" rate, the idea being that their tips make up the difference between that and at least the minimum wage. But if servers do non-tipped work such as setting up or closing down that takes more than 20% of their work time, the "tip credit" can't be applied to that time spent on non-tipped work; the servers have to be paid the actual and full minimum wage, the idea being they can't make enough to get to the minimum wage and 20% of the worktime is too much time.
