Cell-Phone Related Crash Results In $1.5 Million Settlement

A car crash caused by a city worker's negligence while talking on a cell phone resulted in a $1.5 million settlement.  Silvio Obregon suffered severe and debilitating spinal cord injuries when rear-ended by a Palo Alto cify vehicle driven by Rubin Salas.
