A coal mine safety whistleblower, Charles Scott Howard of Letcher County, a tenacious advocate for coal mine safety, has had his pay restored while he pursues his wrongful termination claim that he was fired for reporting coal mine safety violations.  In 2007, Howard showed federal mine safety officials videotape of a leaking seal at a Cumberland River Coal mine.
