The chemical spill in West Virginia impacted Kentucky Monday as the cities of Russell and Ashland were compelled to close their water supply intake valves as the chemicals flowed down the Ohio River poisoning Kentucky's drinking waters. The chemical is used to wash coal. West Virginia does not regulate its storage and the plant from which it leaked had not been inspected since for over 20 years, since 1991.
