A whistleblower lawsuit has been filed by a fired Department of Motor Vehicle employee.  Ken Cassidy, the whistleblower, tipped off the local paper, the Raleigh News-Observer, about an improper hiring in the department's emissions program and also that emissions program employees had so little to do that they were done with their job tasks by noon. 

As a result of Cassidy's whistleblowing to the newspaper, three things happened: the improper hiring was undone, the do-nothing workers were given additional duties and Cassidy was barred from having any discussions with emission program employees.  He was fired a few months later for allegedly having a discussion with an emission program employee.
