A refinery's release of cancer-causing chemicals is the subject of a suit filed by the city of Roxana, Illinois, which claims that the discharges have polluted the city's streets, air, land and water.  Concentrations of the carcinogen, Benzene, are 2.6 times allowable limits according to the suit.
